Green Hydrogen and Renewable Transport Fuel Certificates

envirosense® is a government-registered Renewable Transport Fuel Obligation verifier. Hydrogen is a Renewable Fuel of Non-Biological Origin (RFNBO) that attracts Renewable Transport Fuel Certifications (RTFCs) if the energy used in the production of the RFNBO is directly from renewable energy sources excluding bioenergy (wind, solar, hydrothermal, tidal and wave power). All the available energy must originate from heat or electricity to qualify as ‘green’. Non-fossil fuelled and bioenergy hydrogen production is commonly referred to as green hydrogen. Green hydrogen using electrolysers can provide localised fuel solutions and energy storage very sustainably. Greenhouse gas emissions for hydrogen production are zero.

Blue hydrogen is hydrogen produced from natural gas and supported by carbon capture and storage. Hydrogen is formed by mixing and heating of natural gas and water in the form of steam and which also results in the production of carbon dioxide. Blue hydrogen is also referred to as a ‘low carbon hydrogen’. Carbon dioxide emissions (a greenhouse gas) must be low to qualify for UK government hydrogen project support (see below). Blue hydrogen is therefore not as sustainable as green hydrogen but blue hydrogen is scalable. The quantities produced can enable full-scale deployment incorporation into the gas network (subject to upgrading the localised network) heat use, transport and non-road transport machinery.

Low Carbon Standard

The BEIS UK Low Carbon Standard has been created to ensure new low-carbon hydrogen production supported by the government makes a direct contribution to GHG emission reduction targets under the Climate Change Act.

For hydrogen production to qualify for support must address four main areas:

  • Greenhouse gas emissions must be less than 20gCO2e/MJ
  • Full accountability and ownership of electricity at production times
  • Management of fugitive emissions
  • Meet sustainability requirements of biogenic feedstocks used for fuelling

Unlike green hydrogen, fuelled energy and biogenic feedstocks and wastes are permitted to be used for energy generation under strict sustainability criteria that is analogous to the sustainability criteria of the Renewable Energy Directive (RED II).


A level of ongoing verification will be required to demonstrate compliance with the Low Carbon Standard and ensure the hydrogen project is eligible for government support. The verification will be required annually, and we recommend data and information is tested well in advance of mandatory reporting requirements to resolve any potential issues.
